Hof Law Issues Statement on Ongoing Legal and Advocacy Efforts to Protect 100% Disabled Veterans in NYC Rental Assistance Program

New York, New York — Hof Law reiterates its ongoing commitment to advancing a legal and equitable resolution to the systemic issues affecting 100% disabled veterans under New York City's Fighting Homelessness and Eviction Prevention Supplemental (CityFHEPS) rental assistance program. Through communications, the firm is attempting to collaborate and coordinate with City leadership more substantively.


“The City's failure to safeguard the rights and dignity of our most vulnerable veterans—many of whom are black and other people of color—is unacceptable,” said Joe Hof. “These are individuals who served this country and are now being pushed to the margins by a bureaucracy that refuses to acknowledge or correct its own discriminatory patterns.”

Following the March 25, 2025 public remarks of the Chief Executive and Co-Founder of the Black Veterans Project (BVP), the firm proactively reached out to BVP on March 26, 2025, to explore possible alignment on shared advocacy goals.


“The moment we learned more about the Black Veterans Project’s work, we knew we had to loop them in,” the firm said in a statement. “This is a civil rights issue, a veterans’ rights issue, and a disability justice issue—all rolled into one.”

A detailed PDF outlining Hof Law’s proposals to get the CityFHEPS program back on track is available through the firm’s website; the document frames legal, administrative, and policy-based steps that the City can—and must—take to ensure compliance with both the spirit and the letter of the law.


The firm emphasized its commitment to transparency and user privacy. “We do not track who opens or forwards our communications, nor do we collect IP data from those who access our materials online,” Joe said. “Our website host only provides general, anonymous traffic data.”


Hof calls on civic leaders, veterans’ organizations, and members of the public to raise awareness and demand that DSS stop turning a blind eye to the real-world consequences of its flawed program's practices and procedures that disparately impact disabled folks. The firm also encourages other advocacy organizations to join this effort, and will continue to seek partnerships that amplify the voices of those most affected.
